Attorney Matt Perkins was appointed as the first public administrator of the 23rd Judicial District in May 2025, and is the newest public administrator in Colorado. The 23rd Judicial District was established in January 2025. It is the first new judicial district in Colorado in over 62 years and covers Douglas, Elbert, and Lincoln counties.
Namely, the public administrator administers estates or trusts of a deceased individual when there are no surviving or designated descendants, or people capable or willing to act as a fiduciary. The public administrator can also step in to act as a conservator or special conservator for a person with diminished capacity, or in need of financial assistance, in a number of situations. Public administrators are required to file reports with the District Court on an annual basis, detailing their activities and accounting to the Court for each case they are assigned.
