PUBLIC ADMINISTRATOR FOR THE 23RD JUDICIAL DISTRICT

PUBLIC ADMINISTRATOR

   Attorney Matt Perkins was appointed as the first public administrator of the 23rd Judicial District in May 2025, and is the newest public administrator in Colorado.    The 23rd Judicial District was established in January 2025. It is the first new judicial district in Colorado in over 62 years and covers Douglas, Elbert, and Lincoln counties. 


   Namely, the public administrator administers estates or trusts of a deceased individual when there are no surviving or designated descendants, or people capable or willing to act as a fiduciary. The public administrator can also step in to act as a conservator or special conservator for a person with diminished capacity, or in need of financial assistance, in a number of situations. Public administrators are required to file reports with the District Court on an annual basis, detailing their activities and accounting to the Court for each case they are assigned. 


   As public administrator, Matt Perkins and his firm fulfill the following obligations as requested by the court:

  • Administration of estates in cases in which no personal representative is named. 
  • Act as an administrator or trustee of an estate. 
  • Act as special administrator or special conservator in cases where the original fiduciary has a conflict of interest or has performed bad acts. 
  • Collect, manage, and protect assets of the deceased or protected persons. 
  • Protect or sell real estate until beneficiaries are identified. 
  • Assist the court with cases of financial exploitation. 


   He also serves as a private fiduciary for additional cases when requested and appointment is accepted.
